As Romania accelerates its infrastructure rollout, the competitive edge no longer lies solely in bid prices but in the ability to deploy resources quickly and reliably. PROGER illustrates this shift through its involvement in two strategic schemes: the A0 motorway and the Brașov–Sighișoara rail upgrade.

Lesson from the A0 ring road

On Lot 3 South of Bucharest’s future ring motorway, PROGER was tasked with earthworks and platform preparation. The works required rapid mobilisation of aggregates, transport fleets and compaction equipment – a process supported by the company’s own machinery park and materials supply.

Raising the bar on rail

The Brașov–Sighișoara project is one of Romania’s most demanding railway modernisations, designed to allow speeds of up to 160 km/h. PROGER carried out earthworks and platform construction, including for tunnel boring machine (TBM) operations. Access to this site was contingent on holding an AFER authorisation – a regulatory asset that strengthens the group’s profile in the rail sector.

Management and flexibility

The company operates under ISO-certified systems for quality, environment and occupational safety, which it says ensure traceability and mitigate risks. Its business model is to take on well-defined packages within larger projects, a strategy that limits idle capital but requires tight financial discipline.

Market positioning

In 2025, PROGER was ranked first in local construction league tables for road and motorway works in Bucharest, according to ListaFirme.ro.

If execution standards and financial discipline are maintained, PROGER could move from being a preferred subcontractor to a direct contractor on major infrastructure projects in Romania and beyond. For the country, the emergence of stronger domestic players is critical to delivering EU-funded projects on schedule.
