As Romania braces for its next phase of regional development, perhaps no project illustrates the scale and stakes better than the Spitalul Regional de Urgență Craiova (Regional Emergency Hospital, Craiova). With construction officially beginning in April 2025, this is the flagship hospital under the 2021-2027 Health Programme, one of three such hospitals expected to reshape emergency and curative care infrastructure across the country.

The contract for the hospital’s construction was awarded to a consortium led by Construcții Erbașu SA, together with Bog’Art SRL, CON-A Operation SRL, and Concelex SRL.
The total value? 1,875,228,659.28 lei(excluding VAT) – a sum equivalent to roughly €370-400 million, depending on exchange rates. This is one of the largest health infrastructure investments in Romania in recent years.
The facility is to be located on the Northern Bypass of Craiova. Structurally, it will consist of basement, ground floor, four full storeys plus a technical upper floor. Capacity will be 807 beds for continuous hospitalisation, plus 45 day-clinic beds, organised across six medical centres.
Facilities will be wide-ranging: 19 operating theatres; specialist departments including imaging, interventional cardiology, endoscopy and haemodialysis; and even a heliport designed to accommodate a Black Hawk S70 helicopter with direct access to the Emergency Reception Unit.
Timeline and Funding
Work commences on 4 April 2025, per the order issued 25 March; with a planned duration of 40 months, inclusive of site organisation. The funding includes a substantial EU-cofinanced component: non-repayable funds via the ADR Sud-Vest Oltenia amounting to 362,945,746.12 lei.
Economic and Social Returns
From an economic policy perspective, this project is attractive for several reasons:
Regional inequality and access to care: Oltenia, the region in which Craiova sits, has long lagged behind in health infrastructure. The new hospital stands to reduce disparities in emergency care and curative services, improving outcomes for many who currently travel long distances for high-complexity care.
Job creation and multiplier effects: Construction alone creates direct employment, while ancillary services — maintenance, medical staffing, supplies — will generate recurring demand. The hospital will serve over 250,000 patients per year, according to Erbașu, which suggests robust operational scale.
Urban planning, green credentials: The project’s footprint is large (over 246,000 m² of site area) with roughly 135,350 m² of green spaces and parks. Parking provision is significant (1,567 spaces), including disabled access and electric vehicle charging. These features suggest forward-looking planning in line with environmental concerns and accessibility.
EU funds and political signals: The project is emblematic of Romania’s ability to channel EU structural and health funds into tangible infrastructure. For investors and international agencies, successful delivery will enhance credibility and may unlock further investment in public health.
